DCs asked to prevent hoarding
ITANAGAR, Oct 20: The State Government has instructed all the Deputy Commissioners (DCs) in the state to initiate measures to prevent hoarding of pulses and check price rise.
Chief Secretary Ramesh Negi, in a letter to all the DCs, instructed to make sudden inspection and checking of food item wholesalers, particularly pulses, in their respective jurisdictions. Anybody found involved in hoardings must be taken to task and action initiated against them immediately under Essential Commodities Act and other relevant rules.

AAPWU seeks reappointment of employees
ITANAGAR, Oct 20: The All Arunachal Pradesh Workers' Union (AAPWU) has sought reappointment of a casual peon under the Department of Labour and Employment, Aalo.

Ban orders
ITANAGAR, Oct 20: The District Magistrate of Lower Dibang Valley Ravi Dhawan, banned carrying of all kind of lethal/ sharp weapons, including licensed arms, sword/dao, knife, bow and arrow within Roing Township during the Durga Puja as well as gambling with immediate effect.
Meanwhile, the Itanagar Capital Complex District Magistrate has upheld the standing order issued earlier this year banning gambling of any kind, including dice game, cards, housie, etc within Capital Complex under Arunachal Pradesh Gambling (Prohibition) Act, 2012.
The DM instructed all the Executive Magistrates and SP to take necessary action with the help of the OCs of their respective jurisdictions to ensure that the prohibitory order is imposed and no gambling activities taken place.
Coordination meeting of PRI and HoDs held
ZIRO, Oct 20: A coordination meeting of PRI members and Head of Departments was held here today under the chairmanship of Zilla Chairperson, Hage Kobing at conference hall, Hapoli with the aim to sort out programmes for smooth and effective implementation of developmental projects in the district.
Addressing the meeting, the ZPC suggested the HoDs to get PRI members involved right from decision making to implementation of developmental programme including selection of beneficiaries which is the sole responsibility of PRI members. However, if PRI members do not turn up even on intimation, HoDs are bound to carry out the work lest developmental activities are not hampered, he added.
While suggesting PRI members to work for the cause of the society he discouraged on unnecessary interference of people with vested interest which hampers the progress of any developmental activity.
In the meeting, the HoDs highlighted developmental activities taken up by the respective department within the preview of PRI. DPDO cum ADC Nending Chatung, all the HoDs, ZPMs and Anchal Chairpersons of the district attended the meeting.

During the training, Subject Matter Specialist (Horticulture) explained to the farmers the importance of nursery and its management. Stating that the district usually faces shortage of vegetable supply during blockade caused by landslides, the SMS advised them to practice vegetable farming through proper nursery management. The farmers were also informed about all components such as nursery bed preparation, soil treatment, methods of sowing, essential operations in nursery raising and its aftercare through a power point presentation.
Later, vegetable seeds were also distributed to the farmers.
Villages identified for waste management
Seppa, Oct 20: Watte and Veo villages have been identified for implementation of solid liquid waste management system in East Kameng.
This was decided at a District Water and Sanitation Committee (DWSC) meeting held at Kameng Hall, Seppa on Monday. DC cum chairman DWSC Sandeep Kumar Singh directed the staff of Health, Education and ICDS posted at the village level and also PRI members to attend the IEC programme compulsorily along with administrative officers and BDOs.

Capital face heavy traffic chaos

ITANAGAR, Oct 20: The unprecedented traffic jam yesterday and today has paralyzed the normal life in twin town of Itanagar and Naharlagun and nearby areas.
Long queue of vehicles were seen on the national highway the whole day and evening. The distance between Bank Tinali and Ganga market, which is usually covered in 15 minutes today took almost 2 hours to reach.
With no concrete solution in the offing, the residents of capital should brace up for more traffic woes in days to come. At present most of the arterial roads of Itanagar are closed, either for repairing or due to damage caused by monsoon.

When contacted Katung Wahge, Chief Engineer PWD (Western Zone) informed that it will take another 4 to 5 months for the bridge to get ready.
The forest officials on their part clarified that IG Park road was opened only for monsoon season and has been closed from Monday.
"For greater cause of commuters, we had agreed to open the park road. But besides dirtying the park, commuters often indulge in rash driving," informed an official of Forest Department. The park however is slated to be open again from Wednesday.
The lack of coordination among the officials of capital administration is further causing more trouble. Going by the present situation, it looks like no proper planning has been evolved by capital administration to tackle traffic woes.
"The Deputy Commissioner and Additional District Magistrate are engaged in some kind of power struggle. In local dailies, we can see their fight while the SP Capital and SP traffic barely speak about traffic issue. There is complete chaos and it is reflected on the capital road," shared a frustrated commuter. When contacted, Chief Secretary Ramesh Negi assured that he will soon hold a meeting and find out ways to ease the traffic congestion. Itanagar Capital Complex Deputy Commissioner Mige Kamki today held a meeting with various line departments to explore a possible mechanism to ease the ever growing traffic jam problem as well as to chalk out strategies for the ongoing road construction works.

These days, politicians in Arunachal are smarter. While they camp elsewhere, numerous organizations are used as a tool to spread violence and propaganda, unmindful of the fact that it’s common citizens who elect them, in lieu of money but in expectation of development, peace and security.
While the debate will continue who uses whom, times sure have changed. Today, Raj Bhavan is not just an institution that carries out its constitutional duties but tries and engages with normal common citizens as well as asks difficult questions.
In recent times, the trend was set by Gen J J Singh, who knew exactly what he was doing. Not only did he threw open the Raj Bhavan to common people, at some point, he became more popular than the Chief Minister, because he was approachable and accessible with populist ideas, unlike traits of the Indian Army. He was known to ask uncomfortable questions to the Chief Ministers but so was SK Singh who would frequently snub nonsensical ideas by the politicians.
Governor SK Singh would often make his feelings known through his public speeches, stopping short of calling politicians and media persons stupid and short sighted. He had no time for Unions, which he declared were an impediment to the development of the state, annoying half of the people in Capital, who are either presidents or general secretary of these or that organization. There was an uneasy truce.
For many, it’s going back in time as the same atmosphere is felt now but between the Raj Bhavan and Chief Minister’s Office.
A colleague said that body language of JP Rajkhowa and Nabam Tuki, during a recent event was for all to see; not open hostility but uneasiness in each other’s company. Predictably so. The Political bosses do not like questions while the current incumbent at the Raj Bhavan, will only settle for a satisfactory response. Ask the already harassed Chief Minister! Not only did the Raj Bhavan made him wait for days, but his proposals for dropping the ministers were sent back, apparently, the reasons were not convincing enough. Absenteeism of ministers finally was the key word.
We have to acknowledge that a trend has indeed been set in the state where a mere line of recommendation for dropping of ministers or new appointments to any position will not be accepted without asking questions or making the Officers read the law books. Whatever it is, citizens can only hope that there is at least politeness in place, if not camaraderie between Raj Bhavan and CMO, even if ideologies are different.
Centre’s Nirbhaya scheme
NEW DELHI, Oct 20: The Centre's efforts to have a national emergency response system (NERS) nationwide under the 'Nirbhaya' scheme have found few takers with only Arunachal Pradesh and Telangana have shown interest in the scheme, according to the Economic Times (ET) report.
However, they are yet to ink a pact with the Centre. "We are hopeful that other states and UTs will soon respond to our requests. Some of the southern states already have similar emergency response system. We will try to integrate them to Nirbhaya plan," a senior government official said.
However, Gujarat is the only state which has so far signed a memorandum of understanding with the Centre, showing its eagerness to be part of the project from the first phase, the report said quoting officials.
In August this year, the Union home ministry had written to state governments and union territories, proposing to sign memoranda of understanding with them for maintaining standards and quality of NERS.
Envisaged on the lines of the 911 emergency helpline in the US, NERS aims to integrate services, including police, fire and ambulance. It will also be integrated with the road transport ministry that involves setting up an emergency button on buses, officials claimed.
School without required infrastructure

The residential school set up in an isolated location has no boundary wall or fencing for protection of the school properties and to ensure safety and security of the students. There is no water supply, electricity and power generator in the school.
Established in 2013 under SSA (Rajya Mission), the school started lately in November, 2014 with four Upper Primary Classes i.e. Class IV to VII. Currently, there are 32 students, three teachers including the headmaster, four supporting staff, a peon and chowkider in the school. The local people lamented that the school is running in a pathetic condition but neither the officers from education department nor the MLAs and Ministers have ever looked back at the school.
They alleged that the education department has paid no heed to the appeals of the public for development infrastructure for the school.

Bogibeel Bridge works picking up speed
ITANAGAR, Oct 20: The construction works of Bogibeel Bridge is picking up speed as the Northeast Frontier Railway (NFR), the construction organization, has successfully launched two girders of the bridge within a month for the first time since the commencement of the work.
The 13th girder of 125 meter span has been successfully launched on Sunday-
The 12th girder span of the bridge was launched on October 12.
The increase in the pace of the work was possible due to commissioning of the 2nd Assembly shed, the statement said.
There are total 39 girders of 125 meter and 2 girders of 33 meter span. Girder fabrication and assembly works are being executed with state of the art welding technology as per European standards.

NEW DELHI, Oct 20: Three new hostels for students from the Northeast will be constructed in Delhi, including one exclusively for those studying in the Jawaharlal Nehru University.
Union Minister Jitendra Singh informed this during his visit to the JNU campus yesterday.
The new hostel in the university is expected to be ready by 2017 and is one of the three accommodations being planned for the students from the Northeast in the capital and planned by the Union Ministry of Development of North Eastern Region (DoNER), he said.
While the work on the construction of JNU hostel is expected to begin shortly, there is also a proposal for two other hostels in Delhi University campus of Ramanujan College and possibly within Hindu College premises, he said.

Its time ministers start working
In the last two months development work has virtually stopped in the state due to internal fight in the ruling Congress party. Section of Congress MLAs started rebellion against state leadership and for long stayed at Delhi seeking change of leadership. The rebel leaders include ministers and parliamentary secretaries. Their long absence from office has badly hurt the developmental process. Chief Minister Nabam Tuki has dropped five ministers and has inducted three new ministers in place of them.
The portfolios to the newly inducted ministers were allocated yesterday. Further some ministers have been allocated additional portfolios along with their existing ones. Also today four parliamentary secretaries were removed from their post and two new parliamentary secretaries were sworn in. While it is too early to say whether these move will stabilize the present government but it is time government start working. The complete lull in governance has put a brake on development process. If Congress party wants to retain confidence of people they will have to start delivering on their election promises. If not people of Arunachal will punish them in the next election. Congress should not allow their internal problem to plague the future of state. Its time ministers and parliamentary secretaries start working seriously and dedicate themselves for the cause of Arunachal.

Excavation and constipated traffic

Since last two nights, I could hear the sound of excavators (JCB) on the main road
from my residence at A-
As 19th Oct was a bandh, we were home the whole day. But, Tuesday morning I could
see the excavated-
I later found through my local councillor that it was being done by some contractor for widening of roads. More hardships to bear for development. I request the concerned authorities to see that unplanned and mindless excavations do not take place. As for us, we will be yet again creeping on the constipated traffics with yellow dusts in the air during this festive season.

Dear Editor,
It is observed that when we call the customer service number of corporate houses, the customers are put through considerable difficulty. Instead of a customer service executive answering the call immediately, the customers are asked to press various numbers by the Interactive voice response and only the last option allows you to speak to a customer service executive. The whole process is like testing the patience of customers. On top of it the already irate customer is compelled to listen to various promotional offers with wide options. This result in a lengthy call which burns a hole in customer’s pocket and only telecom companies are benefitted. One wishes the corporate could be more customers friendly.

Bandh is no solution
Dear Editor,
Bandh call is not appropriate at this time.
It’s high time we fight refugee issue together as one. The bandh call during such strategic time seems not wise. I fear no matter how important their issue may be, calling bandh at these times will project them less patriotic towards the state. The internal issues can be dealt with later. The time calls out to every politician, bureaucrats, and student unions to fight against one sided decision of SC verdict. Granting of citizenship to Chakma and Hajor and allowing them to enter our state without ILP will totally change the demography of state in no time.
Besides bandh call is not a proper means to get our demands fulfilled. It not only hampers the development process but also strike poor wage earners the most. High profile people shall go wherever they want with security escort.
Our states have lost a whopping Rs 1058.89 cr due to bandh calls between 2011-
So broad minded citizens shall look for other means of protest instead of harassing poor citizens, sick people (everyone does not reach hospital in ambulance) and vendors.
It’s my earnest request to the unions to lend a helping hand to AAPSU in fighting refugee issue instead of using their energy in other issues.

Police needs refresher course
Dear Editor,
Its seems to me that time has come to change or send Ruksin Police for a refresher course to tackle hooliganism caused by people from neighbouring state that has become a routine trend.
Lacklustre attitude of Ruksin Police was experienced by me on the night of 18th October 2015 where some drunken hooligans from Jonai, Assam started abusing and manhandling staff of Private Nursing home at Ruksin. After having failed to calm down the abusive nature of the hooligans by the hospital staff and members of Bazar committee present during the incident, Ruksin Police were called upon to diffuse the situation so that attending Doctors could tend the accident patients.
To my surprise, the mob was not at all responding to them and they started abusing the Bazar people and hospital staff in their presence and started to create another scene in front of them. At last looking at their inability to control the scene, hospital staff had to shut the gate and tend the patient. All the patients were attended in spite of the abusive nature of the party.
Now my point is how come handful of hooligans can take our Ruksin Police for a ride. Is it due to lack of training or they have just outlived their presence. Usually, Ruksin is a peaceful place where all communities across the border also live in harmony. But last night’s incident has given me a jolt of my life. If such incidents keep on happening, someday all border dwelling people will suffer due to inept attitude of our police personnel. It might sound cynical but callousness has no other name and should be rectified before it’s too late.
Therefore, I appeal to all citizens ,Public leaders to have a threadbare discussion, so that we are not abused, humiliated again and again. These messages go for all good people who want to live in harmony in their own motherland.

Honour of nation lies way above political gimmicks
Dear Editor,
The latest row over PM Modi signing the Indian flag in US is yet another example of useless Indian ego, megalomania and true show bizz type gallery acting by a section of so called irresponsible politicians, parliamentarians and pseudo nationalists reining this unfortunate country. One could not understand that how a privileged section of Indians living in this country survive with raising controversies as their sole pleasure and goal in life. The head of the government of an emergent super power signing his name on the national flag is in no way humiliating any national value. Then even painting the body with national flag colours while supporting any national team during a sports event is also a criminal offense. Several statesmen, sports star and celebrities across the world kiss their national flags, put the flag on their body with love and respect and sign their names with no intent of devaluing the nation; when the people of the nation unfortunately ran out of real issues they spend time in such rubbish activities. The so called nationalists voicing and dying for the honour of the national flag do not spends a single penny or shed a single drop of tear when millions of fellow citizens go to bed in empty stomach, survive on less than a dollar per day or a helpless women is brutally gang raped by rape martyrs of this nation. No one stand up when a leading and illiterate national politician from UP said that rape is a mistake made by young boys. The honour of the nation lies way above such political gimmicks.

Road construction and traffic congestion
Dear Editor,
Through the column of your esteemed daily, I would like to highlight the traffic congestion faced by the daily commuters during renovation of roads in capital complex. The heavy machineries/ vehicles have been engaged on both sides of the road particularly in office hours which makes vehicles stand still for hours or moving at snail pace.
The students are always reaching their school late and office goers are facing the same fate. Moreover, the constructing agencies cannot utilize their manpower and machineries to get the optimum result in such rush hour.
To reduce the agony of traffic problems and make optimum use of men and machines, particularly in the market areas, the authorities concern may advise the executing agencies to work at night time and early in the morning at least in market areas as done in other cities.
